The short answer
El Salvador is the cheapest of the three. A single person renting a one-bedroom outside the city center needs about $1,530 a month in San Salvador, compared with roughly $1,770 in San José, Costa Rica and $1,800 in Panama City. Costa Rica has the highest everyday costs, while Panama City has the highest rents.

Rent: close in the center, Panama pulls ahead
Central one-bedroom apartments in San Salvador and San José cost about the same, within $50 of each other. Panama City is the outlier: its central one-bedrooms average around $1,200, about a third more than the other two capitals. If rent is your biggest concern, El Salvador and Costa Rica beat Panama City, especially once you move away from the most in-demand districts.
Everyday costs: Costa Rica is the most expensive
Excluding rent, one person spends about $1,007 a month in San José versus $760 in San Salvador, a gap of roughly 25%. For a family of four the difference exceeds $1,000 a month. A cheap restaurant meal costs about $12 in San José compared with $7 in San Salvador, and home internet runs about $62 versus $42.50.
Currency risk matters
El Salvador and Panama both use the US dollar, so anyone earning or holding dollars pays exactly what the price tag says. Costa Rica uses the colón. When the colón strengthens against the dollar, as it has in recent years, the same local prices cost dollar earners more, which is one reason Costa Rica feels pricier to many foreigners.

Is El Salvador cheaper than Costa Rica?
Yes. Rent in the two capitals is similar, but everyday expenses in San Salvador are about a quarter lower, so the total monthly budget is lower too.
Is Panama more expensive than El Salvador?
Mostly because of housing. Non-rent costs are only slightly higher in Panama City, but rents are $200 to $300 a month higher for a one-bedroom.
